Luke joined Mornington Legal after commencing his legal career at a large national law firm, practising in Public Law; advising and representing mostly local government clients in a variety of matters under the Building Act 1993, Domestic Animals Act 1994, Food Act 1984, Planning and Environment Act 1987, Prevention of Cruelty to Animals Act 1986, Public Health and Wellbeing Act 2008, Road Safety Act 1986, Water Act 1989, Council Local Laws and other legislation.

He is a skilled advocate, having prepared submissions for, and appeared in, a range of proceedings in both the review and original jurisdictions of VCAT and as a prosecutor in the Magistrates’ Court.

Luke’s areas of expertise include:
· statutory interpretation of legislation and subordinate legislation (including, in particular, planning schemes);
· enforcement and prosecution;
· interpretation of property instruments, including restrictive covenants; and
· drafting planning instruments and agreements.

Prior to joining becoming a lawyer, Luke had an extensive career in local government, including roles as a senior manager leading teams carrying out a range of regulatory functions including Building Control, Planning Enforcement, Environmental Health, Parking Enforcement, Local Law Enforcement and Animal Management.

From this background, Luke has developed a strong understanding of, and particular interest in, regulatory law.

In addition to his legal qualifications, Luke holds a Masters of Business Administration and a Graduate Diploma in Local Government Law.
